Accomplishments and Key Roles in Policymaking
Under the NLD government led by President U Htin Kyaw, President U Win Myint and the State Counsellor Daw Aung San Suu Kyi:
Initiated and developed Myanmar’s key national development plans, encompassing long-term, medium-term, and short-term strategies, including the Myanmar Sustainable Development Plan (MSDP), the COVID-19 Economic Relief Plan (CERP), and the Myanmar Economic Recovery and Resilience Plan (MERRP).
Under the NLD and USDP government led by President U Thein Sein:
Played a significant role in the development of the Thilawa SEZ from its inception—in collaboration with the Ministry of Economy, Trade and Industry of Japan and Japan International Cooperation Agency (JICA)—which became Myanmar's first and most successful Special Economic Zone.
Under the NLD government:
Developed key policy initiatives, including but not limited to the Project Bank (i.e., Project Databank) and Land Bank policies, which were integrated with national planning and financing through public investment, development assistance under the Development Assistance Policy (DAP), and the Public-Private Partnership (PPP) mechanism.
Under both NLD and USDP governments:
Played a significant role in formulating key reform policies, including but not limited to those on corporatization, equitization, and public-private partnerships.
Under the USDP government:
Played a pioneering role in liberalizing Myanmar’s banking sector, enabling the establishment of the first 13 foreign bank branches.
Under the USDP government:
Played a significant role as Project Director in developing Myanmar’s first electronic settlement system, CBMNET, in collaboration with the Japan International Cooperation Agency (JICA). This system primarily included the Real-Time Gross Settlement System (RTGS), a mechanized cheque clearing system, and an electronic accounting system.
Under the USDP government:
Played a key role in liberalizing Myanmar’s telecommunications sector as Chairman of the inter-ministerial procurement committee established in 2012-13. Led the country’s first and most competitive international-standard procurement process, which selected two international mobile operators—Telenor from Norway and Ooredoo from Qatar—out of over 90 candidates from various countries, including France, Japan, Korea, Malaysia, Singapore, and the United States.
